APOSTILLIZATION FOR HEI

Centralized submission of documents by representatives of the Higher Education Institutions (HEI) in the quarantine period and after its completion (Letter from the Ministry of Education and Science of Ukraine)

Higher educational institution (HEI) shall submit educational documents of foreign students for the apostille of the Ministry of Education and Science of Ukraine and for the legalization procedure of the Ministry of Foreign Affairs in accordance with the legal term of foreigner residency.

Legalization and apostille procedures must be carried out by the representative of the educational institution during the document issue year following next sequence: apostille - first, then goes legalization.

Please note! The university must add corresponding application letters to their document list for apostille and legalization procedures. The letters should be drawn up on the official letterhead of the educational institution, signed by the rector (pro-rector) and stamped by the HEI seal. The HEI letter must contain a list of information (name of the holder, title, series and number of the educational document, number of the recognition certificate considering previous education, name of the country, where apostille/legalization will be applied), as well as the information on the person, who had signed educational documents (position, surname and initials).

Educational institutions of the medical and pharmaceutical specialty must authorize their letters by visa of the director of the Center for International Programs of the Ministry of Health of Ukraine - Yurii Ivanovych Fisun ( 9 Dorohozhitska street, Kyiv, tel. for inquiries: (044) 205-48-09, Medical Academy of Postgraduate Education named after Shupik). When calculating the cost of your order, please take into account that:

1. Each document that receives an Apostille stamp is regarded as a separate document.
2. Term of regular documents processing is 40 working days.
3. The mandatory charges for regular processing of each document are:

  • state duty for individual persons – UAH 51.00 per document;
  • state duty for juridical persons – UAH 85.00 per document.

4. The state duty of UAH 51 per document is paid separately.

5. The receipts (for payment of the state duty, express processing charges and others) should be paid:

  • for personal submission: just after document submission;
  • for remote submission: before sending of the package of documents.

6. The cost of courier (mail) delivery is paid by the documents holder.

The time of apostilization procedure does not include the courier (mail) delivery time.

Attention! The list of privileged categories of citizens who are granted a discount ** in the amount of 50% of the cost of services provided by the department of verification of documents on education of the Enterprise:

  • citizens belonging to Category I of Chornobyl catastrophe victims;
  • disabled persons of The Great Patriotic War;
  • disabled persons of Group I and Group II;
  • orphaned children;
  • disabled children under the age of 18.

** the discount is granted upon presentation of the original document confirming the affiliation to the privileged category, and in the case of providing services for documents whose owners belong to the privileged categories specified in this list.

DENIAL CASES

The Apostille certification is denied if:

  • the powers of the Ministry of Education and Science of Ukraine do not include apostilization of the submitted documents;
  • the document is intended for use in a country which has not jointed the Convention or is a Hague Convention participant but spoke against Ukraine’s accession to the Convention in accordance with Article 12 of the Convention;
  • the text of the document is illegible due to document mutilation;
  • the document is written or signed in pencil or is a fax copy;
  • the document contains unspecified corrections or text additions;
  • document, specifically the archive statement, curriculum, academic statement, does not have the signature of the principal or vice principal of the educational establishment and not certified with the official seal;
  • the Ministry of Education and Science of Ukraine has not received the specimens of the corresponding signatures, seals and/or stamps to be able to confirm the fact of issue of the education confirming document;
  • the signature in the document differs from the specified position, surname, given name and patronymic of the head of the educational establishment or institution.

SUBMISSION IN OFFICE

Documents can be submitted by their owner or by another person (representative of the owner) without a notarized power of attorney.

From May 28, 2020, the reception of documents in the office is carried out in a new format. We care about your health and the health of our employees. Therefore, for the safety and maximum protection of our clients and employees of the Center, a set of anti-epidemic measures aimed at preventing the spread of coronavirus disease (COVID-19) has been introduced.

Reception of documents is carried out only subject to compliance with security rules posted on the corresponding page of the site. In case of disagreement with these rules, we advise you to submit documents online or postpone the date of your visit.

To submit documents in person, the Applicant has to:

1. Fill in the electronic application in advance and make a preliminary appointment (book a visit). These options become available after registering of a Personal Cabinet on this site.

An applicant must create one joint electronic application for all documents he/she wants to submit. For example, you do not need to create different applications for a certificate/diploma and its transcript. To add each subsequent document to the application, click "Add Document".

2. Come to our office with the prepared package of documents at the booked time of reception. The Applicant must have his/her own passport and identification code to pay for the receipts. The package of documents you must give to the administrator, also tell him the application number, list of services, the desired processing time.

3. During submitting documents for urgent processing in person, the specialist will determine whether it is the need to send a request to an educational institution or other institution for additional information. The possible terms of processing of your documents will depend on it.

4. After determining the terms, you will receive receipts for payment according to the cost of services, as well as a document with which you can receive your documents.

5. Pay for the order in full and receive a stamp on payment. Work with documents begins the next day after receiving a complete package of documents by specialists of our Center and payment for the order in full.

6. You can track the status of your order:

  • in Personal Cabinet;
  • on the website in the section «Issuance procedure - Readiness check»;
  • by contact telephone numbers, telling the registration number of the application (for example, АZ-11111-20).

7. You can receive the documents according to the schedule of issuance or by ordering the service «Organizing of courier delivery».

To receive the documents, the recipient must have a passport, the original receipt, which the Applicant will receive after submitting the documents. Issuance of documents in the office is available subject to security rules.

We also offer to order the organization of sending of ready documents by courier service. Notify the administrator about this when submitting documents, as well as the address, name and mobile phone of the recipient.
