For which countries is the Apostille of the Ministry of Education and Science of Ukraine affixed?

The Apostille of the Ministry of Education and Science of Ukraine is affixed to public documents related to the field of education and science, which were drawn up on the territory of Ukraine and are to be used on the territory of countries, which have signed Convention Abolishing the Requirement of Legalization for Foreign Public Documents (Hague Convention) of October 5, 1961. The list of participating countries is given below.

For which countries is it not necessary to affix an Apostille of the Ministry of Education and Science of Ukraine on the documents?

1. If you are preparing educational documents for a country that has not acceded to the Hague Convention and is not on the list of member states, you need to submit documents for the consular legalization procedure to the Ministry of Foreign Affairs of Ukraine.

2. If a foreign organization requires an Apostille of a notarized translation of educational documents, you need to apply to the Ministry of Justice of Ukraine.

Якщо Вам потрібен не апостиль

• 1. Мені потрібна довідка від Міністерства освіти і науки, молоді та спорту України для посольства (навчального закладу). Як я можу її отримати?

  У нас Ви можете замовити декілька видів довідок від Міністерства освіти і науки, молоді та спорту України для посольства чи навчального закладу за кордоном:
  • Довідка «Про систему оцінювання в Україні»;
  • Довідка «Про підтвердження факту навчання та право отримання наступного кваліфікаційно-освітнього рівня чи здійснення професійної діяльності»;
  • Довідка «Про наявність ліцензії та акредитації вищих навчальних закладів».
  Для їх отримання Вам необхідно визначитися, який саме документ Вам потрібен. Знадобиться копія диплома або атестата з додатком до них. Замовити їх можна через Персональний кабінет або під час особистого візиту на прийом. Детальніше читайте в розділі «Додаткові послуги. Інші документи».

• 2. Я готую документи для легалізації в МЗС України. Для легалізації документів про освіту мені потрібна довідка. До кого мені звернутися?

  В такому разі Вам може знадобитися довідка, що підтверджує факт видачі документів про освіту. Таку довідку Вам може видати Ваш навчальний заклад. Але якщо Ви не маєте можливості звернутися туди, ми зможемо Вам допомогти. Таку довідку від Міністерства освіти і науки, молоді та спорту України після перевірки факту Вашого навчання може отримати для Вас наш Центр. Детальніше читайте в розділі «Додаткові послуги. • 3. Міністерство освіти і науки, молоді та спорту України ставить апостиль на довідках, які видає?

  Апостиль засвідчує достовірність підпису особи, яка підписала документ, а також автентичність печатки чи штампа, яким скріплений документ. Довідки, що видані Міністерством освіти і науки, молоді та спорту України, не потребують спеціального штампа «apostille», оскільки вже засвідчені підписом директора департаменту та мокрою печаткою Міністерства.

• 4. Як мені зробити перерахунок балів в кредити для навчального закладу за кордоном?

  Для перерахунку «балів» в «кредити» (ECTS) потрібно звернутись в деканат Вашого навчального закладу. Детальну інформацію мають надати співробітники деканату.

What is an Apostille?

An Apostille is a legal regime of recognition of the legal validity of Ukrainian documents to be used abroad. An Apostille came as an alternative and universal certification procedure for foreign public documents. In contrast to the consular legalization, the Apostille certification requires less time and documents with apostille may be used in more than one country.

If you are going to another country for study, work, or permanent residence, you may need to take with you documents confirming the education that you have obtained in Ukraine. To make your documents valid abroad, they are required to undergo the procedure of consular legalization or affixing an apostille, unless our countries are parties to an agreement abolishing or simplifying the document legalization procedure. What does an Apostille certify?

An Apostille certifies the authenticity of the signature of the person who has signed the document, as well as the authenticity of the seal and stamp which the public document bears.

What does a document with apostille look like?

An Apostille in the form of a special mark measuring at least 10х10 cm is affixed either to the document or on a separate special page sewn with the document. An Apostille for educational documents issued by the Ministry of Education and Science of Ukraine looks as follows:

For which documents the Ministry of Education and Science of Ukraine issues Apostilles?

The Ministry of Education and Science of Ukraine affixes apostilles to public documents issued by educational institutions, state authorities, enterprises, institutions, and organizations, related to the field of education and science. Such documents include certificates of complete secondary education, diplomas and diploma supplements, statements and curricula, certificates of professional advancement, diplomas of academic titles etc. For more information, see the List.

Please note that such documents are required to meet the state-approved template valid in Ukraine on the date of document issue.

Apostilles are issued for original educational documents only. Copies are not accepted for affixing an apostille.

It will be refused to affix an apostille if:

• the document is intended for use in a country that is not a party to the Hague Convention or is a Convention member that voted against Ukraine’s accession to the Convention in accordance with Article 12 of the Convention;
• the text of the document is illegible due to document mutilation;
• the document is written or signed in pencil or is a fax copy;
• the document contains substantive corrections or text additions;
• issuing an apostille for the document is not within the powers of the Ministry of Education and Science of Ukraine;
• the document, in particular, an archive statement, curriculum, statement does not have the signature of the rector or vice-rector of the educational institution and is not certified by the official seal;
• the Ministry of Education and Science of Ukraine has failed to obtain samples of the relevant signatures, seals and/or stamps to be able to confirm the fact of issue of an educational document;
• the signature in the document differs from the specified position, surname, given name and patronymic of the head of the educational institution or establishment;
• the capacity in which the person has acted, the authenticity of the signature on the document being verified when affixing an apostille, are not confirmed;
• the document does not correspond to the template or form established on the date of its issue and/or does not meet the requirements for the composition and order of placement of mandatory details that such a document must contain;
• the signature, imprint of the seal and/or stamp on the documents submitted for affixing an apostille do not correspond to the available samples and/or have an unclear image;
• the document is suspected of being forged;
• the information in the document relating to the field of education and science does not correspond to the data contained in the Unified State Electronic Database on Education and/or the fact of issue of this document is not confirmed;
• the document does not meet the requirements for its drawing up and/or issue established by regulatory legal acts on the date of its issuance.

Загальні запитання про апостилювання документів про освіту

• 12. Я змінила(в) прізвище після отримання документу про освіту, який хочу апостилювати. Яке прізвище необхідно вказувати в заяві?

  В графі «заявник» Ви вказуєте своє нинішнє прізвище, яке вказане у Вашому паспорті. В блоці із реквізитами документа про освіту вказуєте прізвище, на яке був виданий документ. Документів, що підтверджують зміну прізвища не вимагається.

• 13. Хто може отримати документи?

  • заявник за наявності паспорта (особа, яка подавала документи);
  • інша особа, яку заявник зазначив під час подачі документів у заяві, також за наявності паспорта;
  • будь-яка особа із нотаріально завіреним дорученням від заявника.

• 14. Чи завіряєте Ви документи про освіту, отримані в інших країнах?

  Якщо документи про освіту, отримані в іншій країні, потрібні для використання в Україні, Вам необхідно подати документи на процедуру нострифікації. Це – процедура визнання іноземних документів про освіту. Прийом документів для нострифікаційної процедури здійснює відділ нострифікації ДП "Інформаційно-іміджевий центр". • 15.Чи існують пільги для проставляння штампу «apostille»?

  Так, існують. Є низка пільгових категорій: інваліди 1-ої, 2-ої груп, інваліди Великої Вітчизняної війни, громадян, які належать до першої категорії потерпілих унаслідок Чорнобильської катастрофи, та діти-сироти. Особи, які належать до однієї з цих категорій не сплачують держмито, а також регулярну обробку документів. Пільгами може користуватись особа, яка належить до пільгової категорії. Подати її документи також може її довірена особа. При собі необхідно мати оригінал посвідчення, що надає право на пільги, його копію і паспорт.

• 16. Чи можливо проставити апостиль не приїжджаючи до Вас? Яким чином?

  Так, це можливо. Для цього необхідно зареєструвати Персональний кабінет на сайті. В персональному кабінеті Ви зможете заповнити заявку як для особистої подачі документів, так і для дистанційної, а також отримати консультацію нашого оператора в разі потреби. Після заповнення заявки і узгодження всіх питань з нашим оператором, Ви оплачуєте замовлення і надсилаєте документи кур’єрською службою. Щойно вони будуть готові, ми надсилаємо їх за вказаною Вами в заявці адресою тією ж кур’єрською службою. Крім того, в Персональному кабінеті є такі можливості:

• 17. Яка процедура централізованої подачі документів іноземних випускників вищого навчального закладу?

  Представники вищого навчального закладу мають підготувати лист від вищого навчального закладу і мати при собі паспорт. Для медичних навчальних закладів на листі від ВНЗ потрібно додатково отримати візу директора центру міжнародних програм МОЗ України Фісун Юрій Іванович (за адресою вул. Дорогожицька, 9, Національна медична академія післядипломної освіти ім. Шупика). Для інших навчальних закладів необхідно отримати візу директора Управління міжнародного співробітництва Монмолодьспорту (Київ, пр. Перемоги, 10). Іноземні студенти можуть також подати документи особисто за наявності листа від ВНЗ, паспорта, оригіналів документів для апостилювання і 2 копій цих документів.
