A higher education institution (HEI) shall submit educational documents of foreign students for the apostille of the Ministry of Education and Science of Ukraine and for the legalization procedure of the Ministry of Foreign Affairs of Ukraine in accordance with the legal terms of foreigners’ residency.

Legalization and apostille procedures are to be carried out by the representatives of higher education institutions for educational documents in the year of their issuance in the following order: apostille, followed by legalization. Before the legalization procedure, educational documents of foreign students should be verified by the National Information Centre of Academic Mobility (a sample letter for HEIs).

For the convenience and time saving of educational institutions, the State owned company “Information and Image Centre” accepts documents for:

• пaffixing the apostille of the Ministry of Education and Science;
• verification of documents for further legalization at the Ministry of Foreign Affairs;
• organization of consular legalization of educational documents at the Ministry of Foreign Affairs, which includes preparation of an accompanying letter.

In order to submit educational documents, you will be required to fill in an electronic application form on personal cabinet webpage. The maximum number of documents in one application is 40.
