Consular legalization is the procedure for granting legal validity to a document that need to be used in the territory of a country that has not signed the Convention Abolishing the Requirement of Legalization for Foreign Public Documents (The Hague, 1961). The ultimate goal of the procedure for legalizing a document issued in the territory of one state is to enable its submission to the official bodies of another state.

If you are preparing educational documents for a country that has not joined the Hague Convention, our Centre can do the following for you:

1. Verification of an educational document for further legalization at the Ministry of Foreign Affairs – provides for a personal or remote reception, analysis of the educational document, and information and technical support for conducting an urgent check for submission for legalization (does not include the cost of legalization and courier services).

2. Preparation of an accompanying letter for the Ministry of Foreign Affairs of Ukraine for submitting documents for legalization.

3. Organization of legalization of an educational document at the Ministry of Foreign Affairs – involves preparing a package of documents for submission to the Ministry of Foreign Affairs of Ukraine for consular legalization (includes consular fee, does not include the cost of delivery to the applicant). For document legalization, the Centre accepts documents on higher education of citizens of Ukraine issued after 2016, and documents on higher education of foreign citizens.
