For which countries is the Apostille of the Ministry of Education and Science of Ukraine affixed?

The Apostille of the Ministry of Education and Science of Ukraine is affixed to public documents related to the field of education and science, which were drawn up on the territory of Ukraine and are to be used on the territory of countries, which have signed Convention Abolishing the Requirement of Legalization for Foreign Public Documents (Hague Convention) of October 5, 1961. The list of participating countries is given below.

For which countries is it not necessary to affix an Apostille of the Ministry of Education and Science of Ukraine on the documents?

1. If you are preparing educational documents for a country that has not acceded to the Hague Convention and is not on the list of member states, you need to submit documents for the consular legalization procedure. For this purpose, apply to the Ministry of Foreign Affairs of Ukraine: Kyiv, 2 Velyka Zhytomyrska street, telephone: + 38 044 238 16 69, +38 044 238 18 15.

2. If you are preparing educational documents for presentation in a country that has signed the Hague Convention, but our countries have signed an agreement on the abolishing or simplification of the procedure for legalization of documents, you do not need an Apostille. If a foreign institution still requires documents with an apostille, the Ministry of Education and Science of Ukraine will not refuse to affix it, the decision is up to you.

3. If a foreign organization requires an Apostille of a notarized translation of educational documents, you need to apply to the Ministry of Justice of Ukraine: Kyiv, 15 Yevhen Sverstiuk (Maryna Raskova) street, telephone +38 044 264 23 93, +38 044 279 17 35. Please clarify this question in the foreign organization for which you are preparing the package of documents.

* Ukraine raised an objection to the accession of Kosovo to the Hague Convention of 1961, which is why the Convention does not apply in relations between Ukraine and Kosovo. The Apostille is not affixed on documents for use in Kosovo.
