What is an Apostille?
An Apostille is a legal regime of recognition of the legal validity of Ukrainian documents to be used abroad. An Apostille came as an alternative and universal certification procedure for foreign public documents. In contrast to the consular legalization, the Apostille certification requires less time and documents with apostille may be used in more than one country.
If you are going to another country for study, work, or permanent residence, you may need to take with you documents confirming the education that you have obtained in Ukraine. To make your documents valid abroad, they are required to undergo the procedure of consular legalization or affixing an apostille, unless our countries are parties to an agreement abolishing or simplifying the document legalization procedure. What does an Apostille certify?
An Apostille certifies the authenticity of the signature of the person who has signed the document, as well as the authenticity of the seal and stamp which the public document bears.
What does a document with apostille look like?
An Apostille in the form of a special mark measuring at least 10х10 cm is affixed either to the document or on a separate special page sewn with the document. An Apostille for educational documents issued by the Ministry of Education and Science of Ukraine looks as follows:
For which documents the Ministry of Education and Science of Ukraine issues Apostilles?
The Ministry of Education and Science of Ukraine affixes apostilles to public documents issued by educational institutions, state authorities, enterprises, institutions, and organizations, related to the field of education and science. Such documents include certificates of complete secondary education, diplomas and diploma supplements, statements and curricula, certificates of professional advancement, diplomas of academic titles etc. For more information, see the List.
Please note that such documents are required to meet the state-approved template valid in Ukraine on the date of document issue.
Apostilles are issued for original educational documents only. Copies are not accepted for affixing an apostille.
It will be refused to affix an apostille if:
- the document is intended for use in a country that is not a party to the Hague Convention or is a Convention member that voted against Ukraine’s accession to the Convention in accordance with Article 12 of the Convention;
- the text of the document is illegible due to document mutilation;
- the document is written or signed in pencil or is a fax copy;
- the document contains substantive corrections or text additions;
- issuing an apostille for the document is not within the powers of the Ministry of Education and Science of Ukraine;
- the document, in particular, an archive statement, curriculum, statement does not have the signature of the rector or vice-rector of the educational institution and is not certified by the official seal;
- the Ministry of Education and Science of Ukraine has failed to obtain samples of the relevant signatures, seals and/or stamps to be able to confirm the fact of issue of an educational document;
- the signature in the document differs from the specified position, surname, given name and patronymic of the head of the educational institution or establishment;
- the capacity in which the person has acted, the authenticity of the signature on the document being verified when affixing an apostille, are not confirmed;
- the document does not correspond to the template or form established on the date of its issue and/or does not meet the requirements for the composition and order of placement of mandatory details that such a document must contain;
- the signature, imprint of the seal and/or stamp on the documents submitted for affixing an apostille do not correspond to the available samples and/or have an unclear image;
- the document is suspected of being forged;
- the information in the document relating to the field of education and science does not correspond to the data contained in the Unified State Electronic Database on Education and/or the fact of issue of this document is not confirmed;
- the document does not meet the requirements for its drawing up and/or issue established by regulatory legal acts on the date of its issuance.
