APOSTILLE. VERIFICATION OF EDUCATIONAL
DOCUMENTS

DENIAL CASES

The Apostille certification is denied if:

  • the powers of the Ministry of Education and Science of Ukraine do not include apostilization of the submitted documents;
  • the document is intended for use in a country which has not jointed the Convention or is a Hague Convention participant but spoke against Ukraine’s accession to the Convention in accordance with Article 12 of the Convention;
  • the text of the document is illegible due to document mutilation;
  • the document is written or signed in pencil or is a fax copy;
  • the document contains unspecified corrections or text additions;
  • document, specifically the archive statement, curriculum, academic statement, does not have the signature of the principal or vice principal of the educational establishment and not certified with the official seal;
  • the Ministry of Education and Science of Ukraine has not received the specimens of the corresponding signatures, seals and/or stamps to be able to confirm the fact of issue of the education confirming document;
  • the signature in the document differs from the specified position, surname, given name and patronymic of the head of the educational establishment or institution.

COST AND TERMS

When calculating the cost of your order, please take into account that:

1. Each document that receives an Apostille stamp is regarded as a separate document.
2. Term of regular documents processing is 40 working days.
3. The mandatory charges for regular processing of each document are:

  • state duty for individual persons – UAH 51.00 per document;
  • state duty for juridical persons – UAH 85.00 per document.

4. The state duty of UAH 51 per document is paid separately.

5. The receipts (for payment of the state duty, express processing charges and others) should be paid:

- for personal submission: just after document submission;

- for remote submission: before sending of the package of documents.

6. The cost of courier (mail) delivery is paid by the documents holder.

The time of apostilization procedure does not include the courier (mail) delivery time.

Attention please!
The citizens belonging to privileged categories are not required to pay the state duty. 

The privileged categories are:

  • disabled persons of Group I and Group II;
  • disabled persons and participants of World War II;

  • orphaned children.

LIST OF DOCUMENTS

Please note! The following list of documents are only for submition in office. If you are looking for list of documents for distant proedure, please, read about remote submission procedure

For apostilization you need to present:

  • the original document confirming education in a state-approved format which needs to be apostilized;
  • two photocopies of this document without notarization or any other certification;
  • if you are exempt from the service fees – the original and copy of the document confirming the right for exemption from service fees (for document holders);
  • application in the approved format;
  • during the visit an applicant has to present his/her passport;
  • the documents are required to be presented in a transparent file.

For you convenience and faster processing of your documents, you are advised to fill out your application through the Personal Cabinet before your visit. To be able to do this, you will have to undergo a simple Personal Cabinet registration procedure. In addition, once your application is ready in your Personal Cabinet, you may choose the most convenient day and time for your visit. This means you will not be wasting your time standing in a line. After you submit the documents in your Personal cabinet, you will be able to track the processing status of your documents until they are ready.

SUBMISSION IN OFFICE

To submit documents for apostilization in person, you need to:

1. Prepare the required  documents package. It is recommended that you fill out the application form in advance in the Personal Cabinet (after th registration completion  - click "Submit a request for processing") and select the most convenient day and time for your visit. If this seems inconvenient for you, print and fill out the application form.

Please note: when filling out the application form, specify in the line “authorized to receive” a person or persons who have the right to collect or receive the documents that you are submitting.

The holder of documents doesn’t need to be an applicant. There is no necessary in submitting documents by their holder. It can be done by any other person without notarized power of attorney. It can be done after click "Add paper".

An applicant must create one joint request for all the documents he wants to submit. Please, do not create two different requests, for example, with diploma and its transcript. can 

2. Bring the prepared package of documents to the our address in office hours. The person presenting the documents is required to carry his/her passport and identification code for paying the service bill.
3. In case of personally submitting documents for express processing, our specialist in your presence will establish the need to send a request to the educational institution or another establishment for any additional information or explanations. Such requests affect the time needed to process your documents.
4. After you have decided which processing time suits you, you will receive bills with charges made in accordance with the service fee rates and a document allowing you to collect your documents.
5. Bring the paid bills and receive a mark of payment made. After this, your documents will be processed.

6. You can track the status of your order:

  • PC (if recorded via PC application);
  • on the website under "procedure for issuing - Readiness";
  • by phones, calling the registration number (eg AI - 111 - 11).
7. You can get the documents according to the schedule issue.

For the documents receiving you should  have a recipient`s passport, the original receipt you get after filing and the original receipt of the duty payment.

SUBMISSION PROCEDURE

We offer you two document submission alternatives:

  1. You may submit your documents by express mail and receive the apostilized documents from us likewise. For details please read about the distant apostille and remote submission procedure.
  2. You may submit your documents, bringing them to our office at the following address: 25, V. Chornovola St, Kyiv in office hours. We recommend that prior to your visit, you fill out an application for document submission in person in the Personal cabinet. In this way, you will save your time, receive a consultation, and will be able to schedule your visit for a convenient day and time. After you make a document submission through the Personal Cabinet, you will be able to track the documents processing status. You may also make your application at our office, using the information kiosks or ask our operator for help.

Pay attention!

Working with documents starts the day after receiving a complete package of documents by the specialists of our Center and payment of the order in full (Article 253 of the Civil Code of Ukraine). Thus, the date of submission a package of documents in the processing period is not taken into account.

Documents acceptance occures till 13:00 regardless of registration time.

Also, in order to speed up the work of the Center we urge to fill in an application form in advance on the personal submission of documents in the "Personal cabinet", previously passed the registration on our website.
